Dragging a file into a chat window in Telegram Desktop for Windows and seeing no response is usually not an account issue, but rather a problem with window permissions, the file itself, or the state of the client. Below is a step-by-step troubleshooting order from simple to complex, and each step can be verified on its own.
Many drag failures happen because the file is released in the wrong spot. Drag the file to the middle of the chat history area, not onto the chat list on the left, the search box at the top, or the window border. The correct spot is the message display area of the current conversation, and when you release the mouse there, a highlighted border or prompt should appear.
Also make sure you are dragging into a normal chat window, not a read-only interface other than Saved Messages. If the current window is a channel where you do not have permission to post, dragging will not work either. Switch to a private chat or group where you can send messages normally and try again.
If the mouse pointer shows a prohibited symbol the whole time you are dragging, the system is not handing the file over to Telegram at all, and the problem is most likely permissions or the file itself.
Windows applies extra protection to files in certain locations. Start by testing with an ordinary document from the desktop or the Downloads folder. If that one can be dragged in, the issue is with the original file location.
Common restricted cases include: the file is inside an archive that has not been extracted, the file is in a system directory that requires administrator rights, the file is being used by another program, or the file came from the internet and is marked as blocked. If you have set Telegram to run as administrator while File Explorer runs with normal permissions, Windows will block drag and drop across permission levels. When Telegram Desktop for Windows has been running in the background too long or an update has not finished, drag handling can stop working. Fully exit the client first: right-click the tray icon and choose Exit, rather than only clicking the close button at the top-right of the window.
Reopen it and test dragging right away. If it works again, it was a temporary state issue. If there is still no response, check whether there is a pending update and try again after updating to the latest version.
Also watch out for security software. The ransomware protection or folder protection features in some antivirus or firewall programs can block a program from receiving dragged files. Temporarily turn off this kind of protection once to test, and after confirming it is the cause, decide whether to add an exception; do not leave protection off long term.
If dragging never works, first verify with another method whether Telegram itself can send files. Click the attachment button next to the input box, choose「File」or「Photo」, and pick the same file from the dialog to send.
If it sends successfully, your account and network are fine, and the problem is only with the drag interaction. You can try restarting Windows Explorer, restarting the computer, or using a different mouse. If even the attachment button cannot send, then check the network connection and whether the file size exceeds the limit.
